Right guys, heres how you do it.
 
I've cut and pasted this post from Chavez's post on the VET site, hope he doesn't mind, but this info is too good not to pass round.

Here are the directions to set up mp bindkeys for VC2...thank you John Hannible Smith!
 
add speech = to you user_mpmenu.ini
 
example :
 
[entry 8]
txt = waiting
tochat =
speech = 30
hotkey = 8
 
you can use sounds from nr 001 to 166

Here's a rough breakdown, not the exact words spoken as the first 112 have multiple options. I've not tried these all in the user menus, so let me know how you get on.

Next bit,
 
The Bindkeys in VC2 are accessed through the user_mpmenu and the user_mpsubmenu files in your game directory...it looks like this when you open the .txt file....
 
[entry 2]
txt = Message to Pterodon
tochat = Hello Pterodon\, it's cool game !
hotkey = 2
 
The (txt) = (is what will be displayed when u look at your menu)
The (tochat) = (is what will be displayed)
the hotkey is self-explanitory
 
You can access these by hitting the "home" key while in the game and scrolling down to your binded key...

For all my Vent buddies who were struggling with this.
 
Try this...it's a screenshot from my setup
 
Just cut & paste this into your user_mpmenu.ini file in your Vietcong root folder (edit it with Notepad).
 
[entry 8]  
txt = waiting  
tochat =  
speech = 30  
hotkey = 8  
 
Then change the speech number to whatever you want from the list Gibbs posted.  Access it by pressing the Home button when in the game.
Make the txt and to chat the same as what your man is saying.  You could also change the hotkey number to one on your keyboard as a short-cut.

The root folder is the main, or first folder in which your VC2 application sits on your C: (or whatever drive you have installed it on).
 
EG.  Mine is D:/Vietcong2

Ok, my old sausages, lets do this one step at a time, I'm presuming that you are using XP, have a hard drive that is called C and that you have a normal VC2 installation.
 
Now you can short-cut if you know where your VC2 folder is, but follow the steps if you are unsure.
 
1, Double click on 'My Computer'
 
2, Double click on the C drive, this is your hard drive, not the DVD or CD drives.
 
3, Find 'Program Files' in the window.
 
4, Double click 'Program Files'
 
5, Find the folder called 'VietCong 2' or 'VC2'
 
6, Double click that folder.
 
7, Find an icon called 'user_mpmenu.ini'
 
8, Copy the following (BUT NOT THE BRACKETED PARTS!)
 
[entry 8]  
txt = You can write in this or leave it blank
tochat =  What you write here appears on the screen in chat for others to see.
speech = 30 (This number tells the computer to use a certain speech sentence)    
hotkey = 8  (You can decide which number will make your character speak the selected words)
 
8, Double click on the icon, it should open up in notebook.
 
9, Right click in the opened user_mpmen.ini and select paste.
 
10, Change the bits and pieces in the tochat line, speech number and hotkey to whichever you want, or just wait and see how it turns out.
 
11, Go to the top right hand corner of notebook, left click and find 'save', save your changes.
 
12, Close notebook, close all opened files, (i.e top right, red X them)
 
13, Start up VC2
 
14, Start multiplayer, select host LAN game,start a DM match.
 
15, Once in the game (ie, you can run around) find and press the 'Home' key.
 
16, Press your '8' key (if you left 8 as your hotkey)
 
17, Your character should say 'Waiting' or something similar.
 
18, you can add loads of these hotkey and speech numbers using the same technique.
 
 Ok, theres a very easy guide to it, if you need further let me know, We can do it over the vent channel in real time.
